Planning, as a discipline, is famously amorphous, right?
It all began with the world of physical planning, which emerged from architecture. It uses design and zoning as its tools.
But you cannot design in a vacuum. There are values that come along with planning decisions - and these values manifest themselves not only in design form and zoning codes, but also in decisions about transportation...
